The tortoise should be fine to go lawn but they can only go on it after the granule has been watered in, broken down and is no longer visible.

The lawn should be lightly watered 48 hours after application. If possible, keep pets off the treated areas on the lawn for 2 weeks until the granules can no longer be seen. We recommend treating half the lawn and allowing the puppy on the untreated half and treat alternate half 2 weeks after the first half has been treated.
If the granules are still visible and your pets have been on the treated area, carefully wipe your pet’s paws and fur to make sure no granules have been picked up. If your pets are not cleaned after being on the lawn and the granules come into contact with their mouths, they will become unwell.
There are no pesticides in Westland Child & Pet Friendly Safe Lawn 400m2 Bag but the feeding compounds in the granules could cause ill effects if licked or consumed in anyway.

For new lawn (both seeded or turfed) needs to be left for 4 to 8 weeks but you can water and mow the lawn. After this time, the lawn can be treated.

We would suggest applying this product every 3-4 weeks between February to September. It is best applied after mowing.
