Q. Does this come like a roll of fabric and if so what is the backing? Or does it come as a 1m x 2m panel??

This comes on an extendable willow frame. The pack size is approximately 1ft x 4ft.

Q. Ideally I need a hedge 1.5m high X 1 m wide( difficult to find) . Would this size work and be possible to turn it round so that length would be height ? Also could it be cut if too long?

Yes you should be able to manipulate it to fit or it could be cut down
